公共行政的管理主义――反思与批判

1、 公共行政应更多视为一种民主国家治理的过程，而不仅仅视为一种管理过程；
2、 公共行政应承认政府在国家治理过程中的正当性，避免过度强调市场，可造成"空洞化的国家"；
3、 公共行政应关注其公共性，避免公共精神的丧失；
4、 公共行政应从政府与社会、公共部门与私人部门、政府与公民的互动角度思考问题，避免两极化之思考；
5、 公共行政应跨越"左"和"右"的意识形态，发展较为中性的整体观点；
6、 公共行政固然要向企业学习，但大可不必，亦没有必要走向"自我解构"，甚至于反国家的道路。更重要者，在学习企业的同时，应考虑情景之特殊性；
7、 公共行政不应淡化对公务伦理的要求，因为这是实现良好治理之必需；
8、 公共行政既要重视公共系络，亦要重视管理的知能与策略；9、 公共行政之研究，要采科际整合的途径，避免单一视角带来的盲点。二千余年前，中国先哲大圣老子曾谓："天下皆知美之为美，斯恶矣；皆知善之为善，斯不善也。故有无相生，难易相成，长短相形，高下相倾，音声相和，前后相随，是以圣人处无为之事，行不言之?quot;。并谓"不自见故明，不自是故彰，不自伐有功，不自矜故长"。对公共行政之理论与实务而言，可谓是至理名言。
