我国外商直接投资吸收能力研究

推动技术进步；日本和韩国是第二类模式的代表，侧重于对国外先进技术的引进、消化、吸收和二次创新；中国和东盟国家基本属于第三种模式，其技术进步主要不是依赖本国创新活动，也不完全是对引进技术的改进和模仿，而是通过吸引大规模的外商直接投资来吸收外资所带来的前沿技术。从长期来看一国产业国际竞争力的提高必须以本国技术自主研发能力为基础，但现阶段如何充分利用外商企业的技术外溢效应来提高本国技术水平是今后引资政策的调整重点。
　　(2)本文研究表明我国国内所具有的人力资源丰裕程度决定了对外资技术外溢效应的吸收程度，从而最终决定了外资对经济增长的促进作用。由于目前我国人力资本存量仍然处于相对较低的初始水平，虽然现阶段较低水平的人力资本能够较好地吸收以劳动力密集型为主的外商直接投资技术外溢，但今后我国外商直接投资产业结构的提升必然要求较高的人力资本增长速度。因此，加强教育投资，注重人力资本的积累是增强我国对外商直接投资吸收能力的关键。
