公共图书馆常常被称为“社会记忆机构”，它的可持续发展不仅对于当代人的文化生活和终身教育至关重要，而且直接关系到社会的记忆功能。新世纪之初，当可持续发展作为时代的主题困扰着广泛的学科群和广大的决策者的时候，公共图书馆这一社会机构的可持续发展，向公共图书馆员，包括发达国家的图书馆员，提出了同样严峻的挑战。
